The following persons belong to the target group of civic integration and are entitled to a civic integration programme:

1. foreigners who meet all of the following conditions:

• They are 18 years old or more.


• They are registered in the State Register.


• They live in a municipality of the Flemish Region or the Brussels Capital Region.

Foreigners who reside in Flanders or Brussels for a temporary purpose do not belong to the civic integration target group and are not entitled to a civic integration programme either. Asylum seekers who have submitted their application for asylum less than four months ago, are also excluded from civic integration.

2. Belgians who meet all of the following conditions:

• They are 18 years old or more.


• They were born outside Belgium.


• At least one of their parents was born outside Belgium.
